The U.S. Air Force Center for Engineering and the Environment, U.S. Air Force Materiel Command and the U.S. Air Special Operations Command are pleased to present the opportunity to enter into a single real estate and financial transaction to privatize military family housing at five U.S. Air Force installations - Edwards AFB, California; Eglin AFB, Florida; Hurlburt Field, Florida; McConnell AFB, Kansas; and Seymour-Johnson AFB, North Carolina. The U.S. Air Force will lease land as part of a 50-year transaction and convey existing housing units and other improvements to a selected private sector project owner. The selected project owner will be the Offeror team that submits the most advantageous proposal to address quality development, long-term sustainability, competitive financing, and construction timeline. Upon award of this opportunity, the project owner will own and operate the rental housing development for military families, as well as finance, plan, design, and construct improvements in the development that maintain housing units for the 50-year lease period. This is a one-step solicitation where all interested Offerors will respond to the requirements in the Request For Qualifications (RFQ). The U.S.Air Force will then engage in negotiations with the Highest Ranked Offeror (HRO) to finalize the legal and business documentation in an effort to close the transaction
